What has to happen before a demolition crew starts?

Two federal rules shape every demolition schedule.

  • OSHA Subpart T. Under 29 CFR 1926.850, a competent person must complete an engineering survey of the structure before employees start demolition, and all utilities must be shut off, capped or otherwise controlled.
  • The asbestos NESHAP. Under 40 CFR 61.145, the owner or operator must thoroughly inspect for asbestos before demolition and notify the delegated agency at least 10 working days before demolition begins. Regulated asbestos that demolition would disturb comes out first, which is when you need an abatement crew.

Demolition staffing is priced as an hourly bill rate per worker, quoted per project. The biggest drivers:

  • Workers' compensation classification. Demolition carries substantially higher comp rates than general construction.
  • Role and certification. A certified equipment operator is not priced like a laborer.
  • Prevailing wage. On Davis-Bacon covered federal contracts over $2,000, the wage determination sets the floor.
  • Duration, overtime and travel. Night and weekend shifts, per diem and lodging all flow through the rate.
