Does a traveling asbestos crew need a Texas license?

Yes, and it is the first thing to settle. Texas regulates asbestos through the Department of State Health Services (DSHS), under Chapter 1954 of the Texas Occupations Code and Chapter 296 of Title 25 of the Texas Administrative Code. DSHS licenses individuals, not only companies. An abatement worker needs a DSHS worker license, which requires an accredited training certificate and a physician's statement, and a supervisor needs a separate license that adds an exam and documented work experience. So the useful question for any out-of-state crew is whether each worker already holds a current Texas license on the start date.

DSHS also wants notice at least 10 working days before abatement or demolition begins, and a demolition has to be notified even when no asbestos is present. Build that into the schedule before you set the crew's arrival date.

How do Texas wage rules affect certified payroll?

Chapter 2258 of the Texas Government Code requires prevailing wages on public works for the state and its political subdivisions, and federally funded work adds Davis-Bacon on top.
