Asbestos removal in Charlotte needs three things lined up before work starts: an inspection by an accredited asbestos professional, a state asbestos removal permit from the North Carolina Health Hazards Control Unit for jobs above the state thresholds, and a separate notification to Mecklenburg County Air Quality at least 10 working days ahead. The removal itself can only be done by North Carolina accredited asbestos professionals. A county filing does not replace the state permit, and the state permit does not replace the county filing.

Two agencies, and any contractor or construction staffing partner in Charlotte has to work with both.
| Agency | What it does | What you file |
|---|---|---|
| NC Health Hazards Control Unit (HHCU), part of NC DHHS | Issues asbestos removal permits and takes demolition notifications; accredits asbestos professionals and approves their training | An asbestos removal permit (DHHS Form 3768) for jobs above the thresholds, at least 10 working days before work |
| Mecklenburg County Air Quality (MCAQ) | Runs the local asbestos program under the federal asbestos NESHAP | A NESHAP notification at least 10 working days before demolition or a regulated renovation, through its MeckAIR portal |
The state's own guide is direct about this: in Mecklenburg, Buncombe and Forsyth counties, the local air pollution control programs have their own asbestos requirements, and state notification and permit requirements still apply. Demolition and move-off permits are a third, separate step, issued by Mecklenburg County Code Enforcement.
Under the HHCU's guide, you need a state asbestos removal permit if you plan to remove regulated asbestos-containing material of more than:
The permit application goes in with an original signature at least 10 working days before work begins. If the start date, completion date, removal methods or scope change, the HHCU asks for a revision.
Regulated asbestos-containing material is material that can be crumbled by hand, will be or has been sanded, ground or cut, or is likely to crumble during demolition or renovation.
MCAQ requires a NESHAP notification at least 10 working days before the start date when an industrial, commercial, business, school or church building, and in some cases a private residence, is scheduled for either:
Three details catch contractors out:
Only North Carolina accredited asbestos professionals. The HHCU guide says an accredited asbestos professional must inspect the building before any demolition or renovation, and that only accredited professionals can remove regulated asbestos-containing material, which has to be removed before any activity that would disturb it. During the work, materials are kept wet so fibers are not released and there are no visible emissions.
For the crew, that means checking accreditation on every named worker before mobilization, not only on the contractor. The HHCU publishes a lookup to find accredited asbestos professionals. Cruitfly's guide to hiring a certified asbestos abatement crew covers the other records to ask for: medical clearance, a current fit test and proof of workers' compensation.
Work backward from the start date:
Cruitfly's typical fill time is 48 to 72 hours, so the permit and notice clock, not the crew, usually sets the earliest start date.
Cruitfly staffs construction and environmental crews in Charlotte from a local office at 7520 E Independence Blvd., Ste. 110, Charlotte, NC 28227, and places workers across North Carolina and nearly all of the lower 48 states.

For jobs above 35 cubic feet, 160 square feet or 260 linear feet of regulated asbestos-containing material, yes: a state asbestos removal permit from the NC Health Hazards Control Unit, filed at least 10 working days ahead. Mecklenburg County Air Quality also requires its own NESHAP notification for regulated renovations and for demolitions.
No. The state's guide says local requirements in Mecklenburg, Buncombe and Forsyth counties are separate, and state notification and permit requirements still apply.
At least 10 working days before work begins, for both the state permit and the Mecklenburg County Air Quality notification.
Only North Carolina accredited asbestos professionals. An accredited professional must also inspect the building before demolition or renovation.
Cruitfly's typical fill time is 48 to 72 hours from its Charlotte office, with replacements typically within 12 to 24 hours. On most jobs, the 10-working-day filing period is longer than the time it takes to staff the crew.
