A very narrow candidate pool. The client needed US-born, English-speaking mechanical insulators with at least three years of experience. On top of that we worked through background check complications and candidates who were non-committal about pay and logistics.
Two workers sounds like a small job. Finding two people who genuinely met that specification was harder than staffing crews ten times the size.
