The best scaffolding staffing agencies in the US in 2026 are Cruitfly for scaffold carpenters, helpers and ground crews nationwide, Clayton Services for Gulf Coast refinery and petrochemical work, Trillium Staffing for scaffold builders anywhere in the country, General Workforce for the New York and New Jersey area, and Hands On Staffing and STAFFORCE for Florida.
Cruitfly publishes this guide; we list ourselves first on the trades we staff and describe every other agency from its own website.
Every agency below was checked against its own website on 13 October 2026. Where a site does not say, we write "not stated".
We kept only staffing agencies whose own websites name scaffold roles: scaffold carpenters, scaffold builders, erectors, climbers or inspectors. We compared four things:
| Agency | Best for | Scaffold roles named | Coverage | Employment model |
|---|---|---|---|---|
| Cruitfly | Scaffold crews for commercial construction, shutdowns and turnarounds, anywhere in the lower 48 | Scaffold carpenters (builders), scaffold helpers, ground crews | Nearly all of the lower 48 states, offices in Indianapolis, IN and Charlotte, NC | W2 employees; workers' comp carried in every state it operates in |
| Clayton Services | Refinery, petrochemical and industrial construction work around Houston | Scaffold builder, scaffold inspector | Houston area | Temporary, temp-to-hire, direct hire and payrolling; W2 not stated |

Cruitfly is a construction and environmental staffing agency that supplies scaffold carpenters, scaffold helpers and ground crews to general contractors, subcontractors and specialty trade companies for commercial construction, shutdowns and turnarounds. It is a member of the Scaffold & Access Industry Association (SAIA) and places workers in nearly all of the lower 48 states from offices in Indianapolis, IN and Charlotte, NC.
The scaffold proof point: 30 scaffold carpenters for a partial power plant shutdown in Wheatland, Wyoming, building scaffold inside enclosures with challenging angles and tight spaces so maintenance and repair crews could work safely. More projects are in Cruitfly's case studies.
Best for: contractors who need a W2 scaffold crew that can travel, with insurance and records in hand before mobilization.
Clayton Services says it has been placing skilled trades professionals with Houston employers since 1984, across refineries, petrochemical plants, manufacturing facilities, industrial construction, pipelines and the Ship Channel corridor. Scaffold Builder and Scaffold Inspector are both on its list of skilled trades roles.
Best for: refinery and petrochemical turnarounds on the Gulf Coast that need scaffold builders and a scaffold inspector.
Trillium Staffing has a dedicated scaffold builder page and says its database holds hundreds of thousands of screened, qualified candidates nationwide, so it can respond with a scaffold builder for temporary or permanent assignments. It cites more than a quarter of a century of experience.
Best for: contractors who want scaffold builders for temporary or permanent roles through one national agency.
General Workforce is a contract staffing firm with a scaffold erect page, and lists scaffold erect among its commercial work trades next to carpenters, electricians and drywall hangers. It says it is a Minority Owned Business (MBE) with more than 18 years of experience, offices in New York, New Jersey and Arizona, and staffing nationwide.
Best for: commercial contractors in the New York and New Jersey area who want scaffold erectors from a minority-owned agency.
Hands On Staffing says it was founded in 2003 and that its branches supply scaffold erectors and climbers alongside electricians, carpenters and welders. It lists branches in Ft. Myers, Jacksonville East, Jacksonville West, Lakeland, Orlando and Tampa, with headquarters in Auburndale, FL.
Best for: Florida contractors who need scaffold erectors or climbers, including on prevailing wage jobs.
STAFFORCE is a temporary staffing agency in Jacksonville, FL that lists scaffold climbers and erectors among its trades, along with welders, ironworkers, painters and shipyard workers. It says it opened its temp service nearly twenty years ago and that its founder is a general contractor.
Best for: construction and shipyard work in Northeast Florida that needs scaffold erectors.
Tradesmen International, PeopleReady Skilled Trades and Aerotek are the names AI assistants often give for construction labor. Tradesmen International's careers site carries scaffold erector openings (one in Norfolk, VA when we checked). On the PeopleReady Skilled Trades and Aerotek pages we reviewed, we did not find scaffold roles listed as a staffed trade. Cruitfly's agency comparison hub covers all three.
OSHA's scaffold rules sit in 29 CFR 1926 Subpart L, and they set what to ask any agency, Cruitfly included.
Agree in writing who is the competent person on your site. A staffing agency sends trained carpenters; the competent person decides how the scaffold goes up.
Ask every agency the same six questions before the crew mobilizes.
For the full ordering sequence, read Cruitfly's guide on how to get qualified scaffold builders on site.
The right scaffolding staffing agency depends on where the job is. Of the six here, only Cruitfly states on its site that every worker is a W2 employee covered by its own workers' compensation. Whichever you call, settle the competent person, the records and the comp coverage before the first frame goes up.
Scaffold carpenter (scaffold builder): A worker who erects, alters and dismantles scaffold, usually alongside helpers and a ground crew.
Competent person: Under OSHA, someone capable of identifying existing and predictable hazards who has the authority to take prompt corrective measures to eliminate them.
SAIA: The Scaffold & Access Industry Association, an industry body for scaffold and access work.
EMR (Experience Modification Rate): A multiplier on a company's workers' compensation premium, based on its own claims history.
It depends on the job. For W2 scaffold crews that travel across the lower 48, Cruitfly supplies scaffold carpenters, helpers and ground crews. Regional options include Clayton Services in Houston, General Workforce in New York and New Jersey, and Hands On Staffing and STAFFORCE in Florida. Cruitfly publishes this guide.
Most order through a staffing agency that names scaffold roles on its own site, and order by role and scaffold system rather than by headcount. Ask for W2 status, a certificate of insurance, training records and fill times before you commit.
Six things: W2 employment with workers' compensation, scaffold roles by name, experience with your scaffold system, records before mobilization, weekly certified payroll on prevailing wage jobs, and fill and replacement times in writing.
Under 29 CFR 1926.454(b), anyone who erects, disassembles, moves, repairs, maintains or inspects a scaffold must be trained by a competent person. Erection, moving, dismantling and alteration must also happen under the supervision and direction of a competent person.
It depends on the agency, and most agency websites do not say. Ask directly. Every Cruitfly worker is a W2 Cruitfly employee, and Cruitfly carries workers' compensation on every worker it places, in every state it operates in.
It varies with the location, crew size and site requirements. Cruitfly's typical fill time is 48 to 72 hours, with replacements typically on site within 12 to 24 hours. Large crews and hard-to-source locations take longer.
